meeting on poverty, caps and sang and raised slogans in his favour.Maduro took over the chairman ship from Iranian President Hassan Rouhani Speaking at the summit Vice-President Ansari said that the UN lay at the heart of the multilateral system set up at the end of the second world war “Today we need to ask whether an organization designed in 1945 with just 51 member states is really appropriate to serve the needs of an international community that now comprises 193 independent sovereign states facing 21st century challenges to their citizens’ well-being and security” said Ansari The 17th NAM summit saw participation of 104 of its 120 full time members and 18 observers and guests Even as questions are being raised on the relevance of NAM in a post cold war era the member nations especially Latin Americans assumed an anti-US position at the summit Ansari recalled how world leaders at the summit in UN in 2005 had called for urgent reform of the Security Council to make the UN “fit for the 21st century” “The Inter-governmental Negotiations process currently underway in the UN General Assembly seeks to fulfill that mandate We must use the forthcoming 71st UNGA to ensure that our discussions in the IGN move forward” The UNGA is to begin September 19 Secretary General of the UN Ban ki Moon who could not make it to the summit because of the preparations for the UNGA sent a message saying “multilateralism is the most efficient means to face global challenges” In a direct attack on the United States Venezuela’s President Maduro called upon NAM to “reject the decree of Barack Obama that Venezuela is a threat to US” and reiterated that his country was peace loving and was facing a “global attack” He went a step ahead to say that “subjecting a country by intervention by military and political destabilization should also be (counted as) terrorism” Ansari also pressed for NAM to recognize the need for concrete action in the fight against terror He said that the movement needed to establish a mechanism within itself to ensure effective cooperation in combating terrorism that is the main threat to security sovereignty and development The Margarita declaration adopted by the members Saturday reaffirmed that terrorism and violent extremism “as and when conducive to terrorism cannot and should not be associated with any religion nationality civilization or ethnic group” and that these attributions should not be used to justify terrorism or counter terrorism measures that include profiling of terror suspects and intrusion on individual privacy” The Declaration adopted by the member countries recognised the threat posed particularly by the activities by terrorist groups such the Taliban Al-Qaida ISIS (Da’esh) and its affiliated entities Jabhat Al Nusra Boko Haram and Al Shabab and the spread of violent extremism which can be conductive to terrorism pressing for States to prevent and combat terrorism in all its forms and manifestations “including its financing and the illicit transfer of weapons in a decisive and coordinated manner while adhering to the provisions of the Charter of the United Nations as well as other obligations under international law” It also condemned the destruction of cultural heritage and religious sites by terror groups The Latin American nations got together to condemn the ‘coup d’etat’ in Brazil leading to the ouster of its president Dilma Rousseff Besides Maduro President of Cuba Raul Castro also said “we repudiate the coup d’etat engineered against president Dilma Rousseff Rousseff was the first woman president of Brazil and was removed by impeachment in August Zimbabwe president Robert Mugabe also spoke in support of Palestine and said that Israel had remained defiant because of the support it received “from certain permanent members of the security council” For all the latest India News download Indian Express App IE Online Media Services Pvt Ltd More Top NewsWritten by Hina as UT Administrator V P Singh Badnore on Tuesday approved the conversion charges As per the approved charges a low income group (LIG) flat owner in the city will have to shell out at least Rs 211 lakh for getting his flat converted from leasehold to freehold The amount shall go up to Rs 40 lakh at least for one-kanal house and will be higher for bigger houses There shall be no conversion charges for plots less than 50 square metres or those falling in EWS category The conversion charges shall be calculated depending upon the collector rate in a particular sector size of the plot that will be fixed in a set formula devised by the Estate Office under Chandigarh Conversion of Residential Leasehold Land Tenure into Freehold Land Tenure Rules 1996 The rates were notified on Tuesday UT Finance Secretary A K Sinha confirmed the development Earlier the administration was charging a flat rate of Rs 1710 per square yard for conversion from leasehold to freehold It was in 2013 when the then administrator Shivraj Patil stopped conversion and referred the issue to the Union Ministry of Home Affairs for refixation of conversion charges The conversion from leasehold into freehold had been put on hold in Chandigarh since then It was in August this year when local MP Kirron Kher announced that the Ministry of Urban Development had cleared the Chandigarh Administration’s concerns and conversion would be allowed Subsequently the Estate Office was asked to draft conversion charges and send them to the administrator for the final nod Although the administrator has approved the fresh conversion rates residents feel the charges are “too exorbitant” and “impractical” A senior officer of the UT Administration said “Going by the approved rates an LIG flat owner who could have got conversion by paying Rs 4300 before 2013 will now have to pay Rs 211800 Similarly an HIG (upper) flat owner will now have to pay Rs 527100 as conversion charge that was only Rs 10700 earlier” While the residential property conversion rates have been finalised there is no development on conversion of commercial or industrial plots from leasehold to freehold The decision to allow conversion in both these categories is still pending “It should have been a win-win situation for everybody A one-kanal house owner would prefer not to convert his property rather than paying Rs 40 lakh as charges that sound more of a penalty for him” said Sunil Kumar former chairman of Property Consultants Association Chairman of Federation of Sectors Welfare Association of Chandigarh Baljinder Singh said “One would prefer buying another house on the periphery of Chandigarh rather than paying Rs 40-50 lakh as conversion charge” What is leasehold and freehold property A leasehold property can be occupied for a limited period mostly for 99 years in Chandigarh The real ownership remains with the UT Administration The person who has freehold property has the absolute ownership of the plot Size and approximate rates Collector rates for residential urban area have been divided into three zones: Rs 93587 per square metres in sectors 1 to 12 Rs 88908 per square metres in sectors 14 to 37 and Rs 84227 per square metres in Sector 38 onwards Depending on the collector rates which are different in different zones and the size and location the conversion charges would vary for the categories forward the party’s views and principles before the people I don’t see anything gadbad (wrong) or a better way to say it… when the janata (people) is in the process of taking a decision on who to vote to the government there which is doing votebank politics with the help of police” On the return of awards by leading writers in protest against what they call growing acts of intolerance Shah said: “I believe writers should not indulge in politics Why did they not resign when the Bhagalpur massacre took place Why didn’t they resign en masse when so many Sikhs were killed When the country’s PM (Rajiv Gandhi) said that the ground shakes when a giant tree falls (the assassination of Indira Gandhi) why did nobody protest and resign Why didn’t their souls stir then When so many bomb blasts
