as UT Administrator V P Singh Badnore on Tuesday approved the conversion charges As per the approved charges a low income group (LIG) flat owner in the city will have to shell out at least Rs 211 lakh for getting his flat converted from leasehold to freehold The amount shall go up to Rs 40 lakh at least for one-kanal house and will be higher for bigger houses There shall be no conversion charges for plots less than 50 square metres or those falling in EWS category The conversion charges shall be calculated depending upon the collector rate in a particular sector size of the plot that will be fixed in a set formula devised by the Estate Office under Chandigarh Conversion of Residential Leasehold Land Tenure into Freehold Land Tenure Rules 1996 The rates were notified on Tuesday UT Finance Secretary A K Sinha confirmed the development Earlier the administration was charging a flat rate of Rs 1710 per square yard for conversion from leasehold to freehold It was in 2013 when the then administrator Shivraj Patil stopped conversion and referred the issue to the Union Ministry of Home Affairs for refixation of conversion charges The conversion from leasehold into freehold had been put on hold in Chandigarh since then It was in August this year when local MP Kirron Kher announced that the Ministry of Urban Development had cleared the Chandigarh Administration’s concerns and conversion would be allowed Subsequently the Estate Office was asked to draft conversion charges and send them to the administrator for the final nod Although the administrator has approved the fresh conversion rates residents feel the charges are “too exorbitant” and “impractical” A senior officer of the UT Administration said “Going by the approved rates an LIG flat owner who could have got conversion by paying Rs 4300 before 2013 will now have to pay Rs 211800 Similarly an HIG (upper) flat owner will now have to pay Rs 527100 as conversion charge that was only Rs 10700 earlier” While the residential property conversion rates have been finalised there is no development on conversion of commercial or industrial plots from leasehold to freehold The decision to allow conversion in both these categories is still pending “It should have been a win-win situation for everybody A one-kanal house owner would prefer not to convert his property rather than paying Rs 40 lakh as charges
